LTE RRC has two states. They are:

1. RRC Idle State:

The RRC idle mode simply mean there is no connection

Performed actions in Idle Mode:

Tracks location, cell area and time

Monitor for paging messages includes Incoming calls, SI changes, ETWS and CMAS alerts

2. RRC Connected State:

When Connection had established then it changes to Idle to Connected

Performed actions in Connected Mode includes Transferring data, Reporting CQI, Handover orders, Monitors Paging information etc.,

5GNR :

Here a new RRC State has been introduced along with Idle and Connected

RRC Idle and RRC Connected performs same as LTE 4G

3. RRC In-Active State:

It is just like a resume mode of connected State

In LTE 4G if there is no data transfer then RRC can release its connected state to idle

But whenever there is data transfer it has to go back from Idle to connected which takes time

Even if data transferring is not happen it may be in Connected state which consumes more power

But in case of 5GNR it can resume connected state when data transfer is not happening and we call it as RRC In-Active State

RRC Inactive state allows the UE to return to RRC Connected Mode without performing RRC connection establishment setup

Reduces battery power consumption.
